Reducing the number of new HIV infections and mitigating the impact
of HIV and AIDS in South Africa is the aim of the Multisectoral HIV
and AIDS Support Programme (MSP). HLSP's team in South Africa have
been managing the DFID-funded MSP since October 2007.
The primary role of MSP is to contribute to a strengthened South
African response to HIV and AIDS, with stronger support from the
international community.
The MSP's four focus areas reflect the priority areas of the
Government of South Africa’s National Strategic Plan:
- Prevention of HIV and AIDS through civil society and public
sector programmes
- HIV and AIDS treatment, care and support
- Strengthening key components of the South African health system
and structures including Monitoring and Evaluation and Operations
Research
- Strengthening policy dialogue on human rights and the legal
environment for vulnerable groups
Taking stock
After taking over management of the MSP, HLSP established an
inception phase team to review the programme and make
recommendations on future direction. This was followed by a more
in-depth ‘contracts review’ exercise, the aim of which was to
increase efficiency of the MSP and make best use of the remaining
funding
Lessons learnt
During 2008, the MSP will undergo two technical reviews, the annual
review in August and the end of programme review in December. It is
hoped that these reviews will identify MSP successes and challenges
and provide lessons to inform plans for future programming.
